Surf forecast vs dive forecast

A surf forecast predicts wave energy. A dive forecast predicts whether you can see underwater and get in safely. They overlap on swell and wind, and they part ways on the thing divers care about most: visibility. Three of the four drivers of visibility never appear in a wave model, which is why a calm surf forecast can still mean five feet of brown water.

What a surf forecast does brilliantly
Wave models are one of the success stories of operational oceanography: swell generated by a storm thousands of miles away arrives on schedule, at the predicted height and period, days in advance. If your question is "will there be waves, and are they dangerous for a shore entry," a surf forecast answers it well, and divers should absolutely read one. The swell period matters more than the height: a long period groundswell moves far more water, and far more sand, than wind chop of the same height.
The three drivers a wave app cannot see
Visibility has four drivers, and wave stirring is only one of them. The other three are invisible to a surf forecast: the site's own baseline clarity (an offshore reef and a river mouth estuary are different worlds on the same calm day), freshwater and runoff plumes after rain, and plankton blooms that turn the water green in dead calm. A dive forecast predicts whether you can see and safely get in: underwater visibility first, then swell, wind, current and water temperature. The wave part overlaps; the visibility part does not, because three of its four drivers (a site's baseline clarity, river and runoff plumes, and plankton blooms) never show up in a wave model.
Partly. A surf app is genuinely useful for the swell and wind half of the decision: big long period swell means surge, hard entries and stirred sand. But flat surf does not mean clear water. A river plume after rain or a plankton bloom can leave glassy conditions on top and a few feet of visibility underneath, and a wave app cannot see either.
Because waves are only one of four visibility drivers. The other three are the site's own baseline (an estuary is never gin clear), freshwater runoff after rain, and plankton blooms. All three operate independently of the surf. That is why divers who plan purely off a surf forecast get surprised by brown water on calm days.
